Waste and Circular Infrastructure Plan Advisory Committee
The NSW Waste and Circular Infrastructure Plan Advisory Committee is made up of representatives from local councils, members of the waste and resource recovery sector, and technical experts.
The Committee provides strategic advice to the EPA on the implementation of the NSW Waste and Circular Infrastructure Plan. It functions solely in an advisory capacity and does not have decision-making authority.
The Committee is made up of eight members who are appointed for a 2-year term until February 2028.

- Preet Brar – Committee member, Executive General Manager Energy from Waste & Major Projects, Cleanaway
- Ola Hamed – Committee member, Mayor Cumberland City Council
- Steven Head – Committee member, former General Manager Hornsby Shire Council
- Scott Phillips – Committee member, CEO Northern Beaches Council
- Scott Ryall – Committee member, Principal Rimor Equity Research
- Donna Rygate – Committee member, Principal DT Rygate
- Gayle Sloan – Committee member, CEO Waste Management and Resource Recovery Association of Australia
Functions
The Advisory Group has the following functions:
- Share members’ local and expert knowledge and perspectives on NSW waste, resource recovery and recycling infrastructure needs and challenges.
- Provide strategic advice on the implementation of the NSW Waste and Circular Infrastructure Plan including but limited to:
- pain points that are preventing planning, investment, and development of critical waste and recycling infrastructure across NSW
- opportunities and barriers to accelerate industry investment in waste and recycling infrastructure, prioritising options in line with the waste hierarchy
- opportunities and barriers for local government contracting
- risks facing the implementation of the Plan and its objectives.
- Validate problems and their proposed solutions related to the implementation of the plan.
