Targeted Compliance Program

The EPA’s Targeted Compliance Program is a strategic initiative that identifies and delivers focused compliance projects each year. 

These projects address important environmental and community risks, are large enough to require coordinated effort across the EPA and are designed to achieve measurable outcomes within 12 months.

2025-26 Targeted Compliance Program Projects

  1. Waste: disposal activities of unlicensed construction and demolition waste facilities in south-western Sydney
    • To address concerns that that small unlicensed waste operators are illegally disposing waste at unlicensed sites in the southern highlands.
  2. Air: discharges of oxides of nitrogen (NOx) and sulphur oxides (SO) from licensed facilities in the Sydney Basin
    • This project will review data from the latest National Pollutant Inventory (NPI) data for licensed premises to assess compliance with regulatory limits for NOx and SOx emissions which  have a major impact on Sydney’s air quality.
  3. Waste: disposal of mixed construction and demolition waste loads that have been rejected from licensed waste facilities in Sydney
    • The project will respond to the Office of the NSW Chief Scientist & Engineer’s finding that there is little information available on the final disposal destination of waste loads rejected by licensed waste operators.
  4. Radiation: assess compliance of fixed radiation gauges
    • Assess compliance of a sample of fixed radiation gauges with the aim of avoiding an incident like the lost source from a fixed radiation gauge in Western Australia.
  5. Hazardous Waste: storage and disposal of end-of-life aerosol containers and acetylene cylinders.
    • Fire & Rescue NSW and Safework NSW have identified that recent closure of some waste facilities in NSW has the potential for the unlawful stockpiling of end-of-life aerosol cans and acetylene gas cylinders.
  6. Dangerous Goods Transport: integrity of dangerous goods transport training providers
    • Responding to concerns raised by industry  that some training providers may be certifying drivers without proper training and accreditation. The project will also include verification of EPA approved training providers.
  7. Pesticides: address broad-acre pesticide application by unlicensed operators in north-western NSW
    • Responding to concerns that there has been an increase in unlicensed pesticide operators.
  8. Forestry:  compliance with Forest Management Plans for Northern Private Native Forestry (PNF) approvals.
    • A strategic compliance focus on PNF activities in northern NSW.
