Courses approved for radiation user licensing or exemptions
Courses of training may be approved by the EPA as a requirement for radiation user licensing or an exemption from user licensing.
Under the Protection from Harmful Radiation Regulation 2025, a course of training may be approved by the EPA:
- as a criteria to obtain a radiation user licence, or
- as a requirement for an exemption from holding a radiation user licence as prescribed in the Regulation.
Courses currently approved for most radiation user licence condition categories and exemptions are outlined below in:

Courses currently approved for new radiation user licence exemptions that commenced 1 December 2025 are outlined below in:
- Table B: Veterinary nursing and technology courses approved for radiation user licensing exemptions from 1 December 2025
- Table C: Dental assisting courses approved for radiation user licensing exemptions from 1 December 2025
- Successful completion of an approved course listed in Table A qualifies the person to obtain a radiation user licence with the licence condition code shown in column 1.
- While a person undertakes an approved course listed in Table A, they qualify for an exemption from the requirement to hold a radiation user licence when using regulated material under section 17 of the Regulation, subject to supervision and other obligations.

- From 1 December 2025, successful completion of an approved course of training listed in Table B qualifies the person for an exemption from the requirement to hold a radiation user licence for the use of radiation apparatus for veterinary radiography in the course of employment as a veterinary nurse, technician or technologist, subject to supervision and other obligations, under section 19 of the Regulation.
- While a person undertakes an approved course of training listed in Table B, they qualify for an exemption from the requirement to hold a radiation user licence when using regulated material under section 17 of the Regulation, subject to supervision requirements and other obligations.

Note: the RTO must be currently registered with the Australian Skills Quality Authority (ASQA) to deliver the course within NSW.
- From 1 December 2025, successful completion of an approved course of training listed in Table C qualifies the person for an exemption from the requirement to hold a radiation user licence in the course of employment as a dental assistant for the use of the following radiation apparatus for dental diagnostic purposes, subject to supervision and other obligations, under section 25 of the Regulation:
- extra-oral x-ray apparatus when used with intra-oral image receptors
- orthopantomogram (OPG) x-ray apparatus when used to take an OPG x-ray
- lateral cephalometric x-ray apparatus when used to take a lateral cephalometric x-ray.
- While a person undertakes an approved course of training listed in Table C, they qualify for an exemption from the requirement to hold a radiation user licence when using regulated material under section 26 of the Regulation, subject to supervision requirements and other obligations.
