Radiation management licence: conditions
Radiation management licensees must comply with any conditions to which their radiation management licence is subject.
Radiation management licence conditions are listed on the licence and can also be prescribed in the Protection from Harmful Radiation Regulation 2025.
A condition sets out the way the licence must be exercised. It is an offence to not comply with any condition of a licence.
Complying with licence conditions applies in addition to the obligations of licensees to meet all the requirements of the Protection from Harmful Radiation Act and the Regulation.
Management licence conditions listed on licence
Management licence conditions listed on licence, in summary, comprise the following requirements:
- General obligations to comply with the legislation and to notify the EPA where appropriate of changes to contact details
- Safety information awareness and signage
- Compliance certification requirements for diagnostic imaging apparatus and fixed radiation gauges
- Matters relating to the working life of sealed radioactive sources and the notification of the receipt and transfer of regulated material
- Notify the EPA of disposal of radiation apparatus
- Record keeping and storage
- Specific information relating to whole body scanning and cyclotrons
- Details of the applicable guides, codes and definitions.
Management licence conditions prescribed by the Regulation
The Regulation prescribes standard conditions on management licences which comprise the following requirements:
- Obligations set out in adopted National Directory documents
It is a condition of licence that radiation management licensees must comply with the obligations of a responsible person set out in adopted National Directory documents (codes and standards listed in the National Directory for Radiation Protection adopted by the EPA) that are relevant to the licensee and the regulated material for which the licensee is responsible.
The condition does not include compliance with the obligations on a responsible person in the:- Code for Radiation Protection in Planned Exposure Situations, clause 3.1.19, or
- Code for the Disposal of Radioactive Waste by the User, or
- Code of Practice for the Security of Radioactive Sources*
* licensees should note that obligations are specified in the Act and Regulation to safeguard security enhanced sources
- Radiation management plans
From 1 September 2026, it is a condition of licence that a licensee must have, and ensure compliance with, a radiation management plan.
