Kincumber Quarry

The NSW Environment Protection Authority (EPA) regulates extractive activities at the Kincumber Quarry at 45 Kerns Road, Kincumber under Environment Protection Licence 2807.

We are investigating a range of alleged breaches at the quarry.

In recent months, we have received dozens of reports from the community about dust, noise, water and sediment runoff.

In response, we have undertaken multiple inspections at the quarry and are investigating a range of environmental concerns.

Regulatory actions 

Noise

The EPA issued a Prevention Notice to Kincumber Quarry on 19 June 2026 requiring them to engage a suitably qualified person to undertake a noise assessment by 31 July 2026.

The results will inform whether further measures are required to mitigate noise and may lead to new noise limits and monitoring requirements.

Water

On 22 July, we issued a Prevention Notice requiring the licensee to engage a suitably qualified person to review their water management and submit a report detailing recommendations for improvements by the end of August.

Dust 

On 23 July, we varied Kincumber Quarry environment protection licence to strengthen conditions relating to dust controls and sediment that may be tracked offsite. 

The variation also included a Pollution Reduction Study, requiring the licensee engage a suitably qualified person to review the management and control of dust from activities at the site. This review is due to the EPA by 4 September 2026.

Community members are encouraged to report concerns directly to the quarry operator to help them investigate issues quickly and implement changes where needed.
