Kincumber Quarry
The NSW Environment Protection Authority (EPA) regulates extractive activities at the Kincumber Quarry at 45 Kerns Road, Kincumber under Environment Protection Licence 2807.
We are actively monitoring activities at the Kincumber Quarry, including increased regular on-site inspections and engagement with the local community.
The EPA has increased its regulatory oversight on a range of issues at the Quarry, including issuing two Prevention Notices relating noise and water management.
Regulatory actions
Noise
The EPA issued a Prevention Notice to Kincumber Quarry on 19 June 2026 requiring them to engage a suitably qualified person to undertake a noise assessment by 31 July 2026.
We are reviewing the noise assessment and working with the licensee to consider further regulatory actions to mitigate noise from the site.
Water
On 22 July 2026, we issued a Prevention Notice requiring the licensee to engage a suitably qualified person to review their water management and submit a report detailing recommendations for improvements.
The licensee is finalising this work which will inform next steps.
Dust
On 23 July 2026, we varied Kincumber Quarry environment protection licence to strengthen conditions relating to dust controls and sediment that may be tracked offsite.
The variation also included a Pollution Reduction Study, requiring the licensee engage a suitably qualified person to review the management and control of dust from activities at the site.
On 1 September 2026, the EPA issued the licensee with a Show Cause Notice relating to dust emissions being generated from activities at the Premises.
On 2 September 2026, the EPA issued a Formal Warning to the Licensee regarding sediment tracking from the premises.
We are currently investigating several dust related matters and will provide further updates where it is appropriate to do so.

Community members are encouraged to report concerns directly to the quarry operator to help them investigate issues quickly and implement changes where needed.
