On 1 November 2016 the Protection of the Environment Operations (Clean Air) Amendment (Solid Fuel Heaters) Regulation 2016 came into effect. The Amendment mandates the updated Australian/New Zealand Standards 4012:2014 and 4013:2014 across NSW that introduce more stringent emission limits and new efficiency limits for domestic solid fuel appliances in two stages:
- From 1 November 2016 all new solid fuel home heaters sold in NSW (locally and imported) must have at least 55 per cent efficiency and 2.5 grams of particle emissions per kilogram of fuel burnt (g/kg).
- From 1 September 2019 all new solid fuel home heaters sold in NSW (locally and imported) must have at least 60 per cent efficiency and 1.5 g/kg.
The amendments have been informed by feedback from earlier consultation on the discussion paper Options for local government wood smoke control in NSW, a cost benefit analysis (PDF 962KB) and economic appraisal (PDF 1.3MB) of various control options and the outcomes of a national review of wood heater standards.
