Licence Condition
The objective of the dry weather overflow abatement pollution reduction program (PRP) is to require investigations, works and activities to be undertaken to achieve and maintain compliance with the dry weather overflow limit at condition L7.4 of this Licence.
By 30 June 2021, the licensee must undertake all investigations, works and actions necessary to reduce the number of dry weather overflows to waterways to ensure the Northern Suburbs Sewage Treatment System (STS) is compliant with the annual dry weather overflow limit of 142 overflows as required by condition L7.4. The SCAMPs which are exceeding the dry weather overflows to waterways targets should be the focus of this PRP. These SCAMPs are, for the 2018/19 reporting period: Baulkham Hills Beecroft Bella Vista Brookvale Curl Curl Dundas Valley Eastwood Greenwich Holroyd Killarney Heights North Epping North Ryde South Wentworthville Turramurra Wentworthville West Lindfield West Turramurra West Wahroonga Westmead South Yagoona
By 14 February 2020, the licensee must provide the EPA with a draft project plan that meets the objectives stated in U9.1 and clearly outlines the project scope, tasks, methodology and timeframes. The project plan must include details of all the proposed investigations, works and activities required to achieve the dry weather overflow limit as required by condition L7.4. The project plan is to include: A listing of the overflows to waterways for each SCAMP area within the system for each of the 5 years since 2014/15; A listing of the number and type of investigations, works and activities to be done in each SCAMP and each reporting period; An estimate of the reduction in overflows to waterways for each SCAMP and the system for each reporting period.

The licensee must undertake the investigation, works and activities included in the most recent version of the project plan required by Condition U9.3.
In addition to the reporting requirements of Condition R5.5c, the licensee must submit with the annual Dry Weather Overflow Exceedance Report by 30 September each year: A statement of compliance addressing whether the dry weather overflow limit specified by Condition L7.4 was achieved for the reporting period. This must include the total number of dry weather overflows to waterways for the reporting period. A statement of compliance addressing whether the SCAMP targets were achieved for the reporting period. This must include for each SCAMP: the dry weather overflow to waterways target, total number of dry weather overflows to waterways, and total dry weather overflows. Where a dry weather overflow limit or SCAMP targets was not achieved in the reporting period, the licensee must include in the statement:         a) an explanation of the reason why compliance was not achieved for each dry weather overflow limit and each SCAMP target; and         b) the number and type of works that were scheduled to be undertaken during the reporting period and their completion status.
