Title: Pollution Study: Assessment of potential health impacts of wet weather overflows in lower Middle Harbour and Mosman Peninsula

Licence Condition
The objective of this Pollution Study is to assess the level of risk to public health at primary recreation sites within lower Middle Harbour and the Mosman Peninsula from wet weather overflows. The study must include (but may not be limited to) the following recreation sites: Balmoral Baths; and Edwards Beach. The risk assessment must be based on (but may not be limited to) a literature review of all existing relevant information that is publicly available or held by Sydney Water, verification of the frequency and volume of overflow points that impact the applicable recreation sites, Beachwatch and any other available water quality monitoring data, and community usage data. This study should also identify any critical knowledge and further work required to understand the level of risk to human health.
The licensee must develop a draft project plan for the Pollution Study that allows the licensee to meet the objective and scope stated in U8.1 and which clearly outlines (and provides justification for) the project background, scope, methodology and timeframes. The licensee must submit the draft project plan to the EPA within two months of this Pollution Study being issued.
The licensee must finalise the project plan by addressing any written comments provided by the EPA and resubmit it to the EPA for approval within three weeks of receiving such comments.
The licensee must undertake the investigation in accordance with the objective and scope outlined in U8.1 and the methodology and timelines in the EPA approved project plan (or any revisions to the project plan approved by the EPA in writing) and submit a detailed draft report on the investigation to the EPA by 30 September 2018, which must include (but may not be limited to): An introduction and background; Description of methodologies used; Results of the investigation. This section should describe but not interpret the findings; it should however draw attention to specific trends, research or data that is important; Detailed analysis and discussion of results. (This section should include discussion on the level of risk to human health and identify any critical knowledge gaps to understanding the level of risk to human health); and Conclusions
The licensee must finalise the draft report by addressing any written comments provided by the EPA and resubmit it to the EPA within four weeks of receiving such comments.
The licensee must submit written progress reports to the EPA in December 2017 and April 2018, which must include (but not be limited to):   (i)  A summary of any investigations, plans, works and other activities that have been undertaken to meet the objective and scope of this Pollution Study as stated in U8.1; and   (ii)  Tracking of progress against the timeframes included in the approved project plan towards meeting the objectives and timeframes of this Pollution Study.
In addition to the reporting requirements of condition R5.6, the licensee must submit with each Annual System Performance Report:   (i)  details of any investigations, plans, works and activities that were undertaken as part of this Pollution Study during the reporting period, and   (ii)  an outline of progress toward achieving the objectives of this Pollution Study.
A Pollution Reduction Program is intended to be included on the licence for implementation of abatement works based on the outcomes of this Pollution Study.
