Licence conditions for pollution studies and reduction programs

Summary

Licence number: 11205
Title: 2.5 MW wood fired boiler pollution study
Start date: 14 Mar 2019

Licence Condition
The licensee must engage a suitably qualified person to provide an emission performance report for the  2.5MW wood fired boiler (the emission performance report). The emission performance report must: a)        Include the analytical results of two rounds of monitoring undertaken for the 2.5MW wood fired             boiler. Monitoring must be undertaken:             i)    For the pollutants outlined in the table below. The tabulated methods are those contained in                    the Approved Methods for the Sampling and Analysis of Air Pollutants in NSW;             ii)    At a suitable location selected in accordance with TM-1 of the Approved Methods for the                   Sampling and Analysis of Air Pollutants in NSW   b)        Include a comparison of the analytical results obtained with the prescribed concentrations            contained in the Protection of the Environment Operations (Clean Air) Regulation 2021 (the Clean            Air Regulation) and any limits contained in the Environment Protection Licence c)        Where the comparisons under (b) identifies monitoring results higher than prescribed            concentration contained in the Clean Air Regulation, and/or limits contained within this licence the            licensee must identify necessary works to achieve compliance with the Clean Air Regulation or            licence limits and nominate a timeframe for any necessary works to be implemented d)        Benchmark the emission performance of the 2.5MW boiler against a discharge concentration of            50mg/m3 (dry, 272 K, 101.3 kPa, 7% Oxygen) for total solid particles; and e)        Where the benchmarking required under (d) identifies monitoring results higher than 50mg/m3(dry,            272K, 101.3 kPa, 7% Oxygen) for total solid particles, the licensee must undertake an            investigation to identify the measures necessary to meet an emission performance of 50mg/m3            dry, 272 K, 101.3 kPa, 7% Oxygen) for total solid particles.
The licensee must provide the emission performance report to the Manager, South East Region of NSW EPA by 19 February 2020
