Scheme Coordinator and Network Operator appointment process

The NSW Government is aiming to appoint a Scheme Coordinator and Network Operators by early 2017 to run the NSW Container Deposit Scheme.

The Government aims to appoint a single Scheme Coordinator, who will be responsible for the financial management of the scheme, including auditing and validation, as well as community education about the scheme. Network Operators will be responsible for establishing and managing networks of collection points in specific zones across NSW.

Appointments will be made through a two stage competitive selection process. This two stage process is for people interested in applying for the Scheme Coordinator and Network Operator roles.

The first stage was an invitation for applicants to apply for Prequalification for the Scheme Coordinator and Network Operator roles. Applications for prequalification were accepted from Thursday 17 November 2016 until 5pm Monday 5 December 2016.

A total of 27 prequalification submissions were received and accepted. These submissions were assessed by the EPA and Container Deposit Scheme Ministerial Advisory Committee in accordance with set pre-qualification criteria. For the second stage of the process, based on the committee's advice, the Minister for the Environment invited eight applicants to submit a Request for Tender submission for the Scheme Coordinator role and fifteen applicants for the Network Operator roles.

  • Remondis Australia Pty Ltd
  • TOMRA Systems ASA
  • Westpac Banking Corporation.
