Review of regional forest agreements
An important element of each of the NSW regional forest agreements (RFAs) is the requirement for a five-yearly review of the performance of each RFA. The purpose of the review is to assess the progress of the agreements against established milestones, and includes:
- the extent to which milestones and obligations have been met, including management of the National Estate
- the results of monitoring of sustainability indicators
- invite public comment on the performance of the agreement.
A scoping agreement was prepared to manage the review process and is available on the Australian Government Department of Agriculture website. Limitations of the RFA review include that it will not revisit previous decisions.
The review of RFAs is separate from the review of NSW forest agreements and integrated forestry operations approvals.
Each five-yearly review involves three NSW RFAs:
- RFA for the Eden region
- RFA for the North East region
- RFA for the Southern region.
More information on the RFA regions can be found here on the Australian Government Department of Agriculture website.
Draft report on progress of regional forest agreements
In 2009, public comments were invited on A Draft Report on Progress with Implementation of the New South Wales RFAs (PDF 2.5MB). The draft report provided:
- background information on the RFAs
- an outline of the key changes impacting the RFAs
- detailed consideration of progress against the milestones contained in the RFAs
- the results of monitoring of sustainability indicators.
Thirty one submissions were received. Some of these are publicly available on the Australian Government Department of Agriculture website.
Independent assessor’s report
An independent assessor was appointed to review the draft report and public submissions. A report was produced, Final Report on Progress with Implementation of NSW Regional Forest Agreements: Report of Independent Assessor (PDF 444KB) and tabled in the Australian Parliament on 15 March 2010.
The independent assessor made 18 recommendations on the NSW RFAs.
Final report on progress of regional forest agreements
The NSW Government and Australian Government have worked closely to respond to the independent assessor’s recommendations. The Joint Australian and New South Wales Government Response to the Final Report on Progress with Implementation of the NSW Regional Forest Agreements: Report of the Independent Assessor (PDF 2.3MB) contains the NSW Government’s and Australian Government’s joint response and was tabled in the House of Representatives of the Australian Parliament on 30 October 2014.
